রাজা বদলায়, প্রজার ভাগ্য বদলায় না

সংরক্ষিত নারী আসন কি প্রকৃত অর্থেই নারীর ক্ষমতায়ন ঘটায়?

এরা সংসদে গিয়ে দলীয় প্রধানের মন রাখতে কখনো গায়, কখনো কবিতা আবৃতি করে, কখনোবা গালা-গালি করার মত কান্ডও ঘটিয়ে ফেলার ইতিহাস আছে।

    

যদি এমন করা যেতো একটা দল প্রার্থীতা দেওয়ার ক্ষেত্রে মোট সংসদীয় আসনের একটা অংশ (যেমন তিন ভাগের এক) হতো তাহলে হয়তো প্রকৃত নারীনেতৃত্বের একটা আভাষ পাওয়া যেতো। বাংলাদেশে যে দুই-চার জন নেত্রীকে রাজনীতির মাঠে বলিষ্ঠ যোদ্ধা বলে জানি তারা কিন্তু ভোটের মাঠে যুদ্ধ করেই এসেছেন।

এদেশে চাকরি-নোকরি করতেও নূন্যতম কিছু যোগ্যতা লাগে অথচ রাজনীতি করতে কোন যোগ্যতা মাপকাঠি দেওয়া নেই। কাজের পরিধি চিন্তা করলে তাদের কার্যক্ষমতা বিসিএস-সচিবদের চেয়েও বেশি অথচ একজন এমন নেতা অহরহ আছে যারা হয়তো এই পরীক্ষায় বসার যোগ্যতাও রাখে না।

  

এর একটা ভয়াবহ প্রভাব আছে যা আমরা প্রত্যক্ষভাবে খুব কমই উপলব্ধি করতে পারি। যেমন, স্বৈরাচার পতন হয়েছে সত্যি, কিন্তু যে প্রশাসনের উপর ভর করে একটা ফ্যাসিবাদ সরকার ঠিকে ছিল তাদের সিংহভাগ কিন্তু বহাল তবিয়তে আছে। দুর্নীতি, ঘুষ, ব্যাংক লোট, প্রশাসনের সেই পুরাতন ইংরেজ সিস্টেমেই চলে।

  

এজন্য রাজা আসে, রাজা যায়; কিন্তু প্রজাদের ভাগ্যের কোন পরিবর্তন ঘটেনা।

Do reserved seats for women truly empower women?

There’s a history of some going to Parliament and, to please the party leader, sometimes singing, sometimes reciting poetry, and sometimes even engaging in shouting matches and verbal abuse.

If it could be arranged that a party’s nominations included a portion of the total parliamentary seats (for example, one-third), then perhaps we might see a glimpse of genuine female leadership. The few women leaders in Bangladesh we know as strong fighters in the political arena are those who have actually fought their battles in the field of elections.

In this country, even for an ordinary job you need at least some minimum qualifications, yet there are no qualification requirements for entering politics. Considering the scope of work, their responsibilities surpass those of BCS secretaries, yet there are plenty of leaders who probably wouldn’t even qualify to sit for such an exam.

This has a serious impact that we often fail to perceive directly. For example, it’s true that autocracy was overthrown, but the majority of the administration that supported and sustained a fascist government remain firmly in place. Corruption, bribery, bank looting — all continue under the same old colonial British administrative system.

That’s why kings come and kings go, but the fate of the people never changes.
